what is the funda to place the THERMO VAPOUR RECOMPRESSOR after first effect evaporator or second effect evaporator .........

how to fix the TVR in the evaporator section in milk processing plants

The purpuse of a TVR is to squeeze all the energy out of the steam. Recompressing will in effect reheat the steam for reuse downstream thereby making the process more energy effcient. If you have a venturi type TVR there is nothing to fix, just make sure to keep the jet nozzle clean. If you have a mechanical TVR you're dealing with a prime mover prone to realibilty issues best addressed by the operator or plant maintenaince people.

Speaking of TVR, it's depending on number of effects. Normally, up to 3 effects recompression is allowed on first effect only. Up to 5 effects or more you can run with recompression over 2 or 3 effects. In both cases temperature increase should not exceed 15÷20 °C (60÷70 °F) in order to realize a ratio between motive steam and vapour suction ≤ 1.

Don't forget that, in case of TVR, vapour condensate from 1st effect cannot be sent back to boiler (you would produce cheese inside it!).
