This is called putting the cart before the horse in America.

Guillotine cutting tool, maybe. Look at wire cutting tools on the internet to get some ideas. Shape and material can be determined there as well.

The high cost of a CO2 laser can easily impart a bigger profit margin while maintaining a lower markup percentage the marketeers can use to sell.

It appears that this is still in the "how do I do this" stage, a single, properly sized cylinder would be called for, stroke is unimportant, or a lever resembling #7 concept by Doorman.

Cutting a piece of steel rod is not rocket science and doesn't require a custom design. Not sure what OP's game is, but something off the shelf will save OP lots of wasted time.

The best method is by shear cutting with a closing chuck to hold the wire, This will minimize distortion of the round wire by supporting it

The required length is fed, the chuck clamps the wire and the shear across the face of the chuck cuts it off flat. There will be a little clean-up needed of the burr left by the shear - unless acceptable.

A cheap shear cut with no support will cause some flattening.

If we are talking punch press, the wire needs to feed in through a tool that is not much more than a lateral hole. A punch with a semicircular seat that matches the curve of the wire needs to stroke perpendicular to the wire and shear off the end. Closeness of fit of the hole and semicircular seat will control the distortion on the wire and the clearance between the end of the hole and the side face of the punch will control the burrs and end geometry of the sheared surface. Some clearance is required, say .001"-.003"

Carbide tooling generally provides best life and carbide grade determines the life of the edges of the shearing surfaces of the tool. M2 or D2 tool steel also can work, but with a shorter life. Carpenter has some powdered vanadium tool steels that perform as well or better than carbide due to greatly increased toughness.

The tooling needs to be in a well guided die set on the punch press as lateral movement in the tooling will be fatal in most cases.
