For such purpuses we use Sulfamic acid solution or BS12. We have used it in the past for desalination units or Shell tube HE cooler using sea water. It requires a closed loop system connected to tube side, a pump and a container. During cleaning you need to verify the PH.

Test pH frequently during cleaning, follow the suppliers recommendations, and flush system thoroughly when finished and before putting system in service. Take your time and be careful.

Contact Nalfleet or Unitor for chemical cleaning agents in heat exchangers, the agents will be environmentally friendly too and they'll sell you the brushes to punch the tubes.
