How many halogen 50, 12 vlt lamps can I attach to a 12 vlt razor scooter type battery?

As many as you own. The battery may not last very long if you turn all of the lamps ON at once.

You don't say which Razor scooter battery you have. They start at 4ah and a 50w, 12v lamp draws 4.16amps. With 1 lamp, that 4ah battery wouldn't last an hour.

Why halogen? Do you have something to heat up or burn? Why not LED?

Quite. One might better use a light emitter rather than a heater that just happens to emit light as well. Far more efficient, and would make the battery last longer for the same lumens.
