Project GRACE (Gravity Recovery and Climate Experiment) Data Usage

As I was previously involved in drilling for water in remote area, I have had a fascination with NASA's Project GRACE. Although I have searched Goggle numerous times concerning GRACE, I have not been able to determine several things. Specifically, I am interested in:

  1. How the data is used to determine the extent of Groundwater in a given area as well as the precise location of said Groundwater.
  2. Whether the gathered data is capable of estimating the amount of Groundwater locally.
  3. To what other underground phen0mena can the data be applied.
  4. Is the data gathered by NASA available to the public ?

Any thoughts, comments or direction would be appreciated.
