Assuming you're talking about 3D drawing (mechanical) CAD.

Rhinoceros is the most intuitive package I've seen: it keeps all three right angled views and an isometric view on screen in the default mode. I haven't used it for several years.

Sketchup is always a good place to start.

The forum is not in a position to assess the capabilities of <...beginners...>!

A) Anything that comes with a Trainer or with training notes. One could always start with PencilAndPaper 1.0, perhaps.

There are a number of questions that need to be addressed:

  1. Are designing in 2D or 3D
  2. What discipline are you designing for:
    1. Building and architecture
    2. Mechanical design
    3. Electrical or electronic Design
    4. Animation and illustration
  3. What experience do you have
  4. How much are you prepared to pay

My suggestion, start with a free one and redfred makes a valid point who is around to help, are videos available?
