Cable TV Box Malfunction or What? The Cable Place Says Everything Okee Dokey

I have two boxes : Motorola / model 32000. F/G number 537121-001-00, Set top box, DCH 3200 / 3800 / 000, Platform ID 524 Phase 4, 105- 124v 60 hz 20w, Host SN : there is more info if you need it. Two boxes in the same house. Box a chooses a station, box b sets itself to box a if box b is not being operated, if box b is being operated, it's under the users control. Both boxes operate off the same coax cable. This happens only when the TV is off. L 1 to box, L 2 to t v . I'm not an electronic expert. . Three things I thought of. Increase in signal influences box b, decrease in signal influences box b, The unknown. Itried to rule out
