What is the standard method for calibrating an analog or digital level / protractor?

Simple idea: Find a surface that reads level. Turn the device 180 degrees and it should still read level.

The cheapest way would sent them to a certified Metrology shop if you only have one or two that need certification, Otherwise you will need a surface plate and set of Angle Referenced Blocks (Starret, Mitutoyo, Brown and Sharp) have these in stock.Then you would do a intercomparison between your known standard reference blocks to your protractor / level. This could also be done with an Optical Comparator or Angle Plate.

Everything Jak said, that is one way to CHECK it, but to Calibrate it, you will need to find some small adjustment screws that can be moved to correct the reading.

These operations must take place on a calibrated surface plate as well.
