Is there any way of doing it using the precipitation of particles using flame-spraying, in the same way as worn bearing journals can be built up?

Ditto on the flamespraying. That's sort of a standard way, though I don't know about thermal stresses if the section is really thin. Be careful; Cr2O3 is nasty stuff.

If the material is 316 you may want to try Kolsterising www.kolsterising.info

Surface hardness of 68-70 HRc at depths of 20-50 microns without loss of corroison resistance and without dimensional change.

I'think do the coatiing it's no problem by Plasma spraying.

you do the base material ID is much to spraying. But you must do the coating

with the air cooling. That's good maybe.
