No single concrete ring wall foundation design is suitable for all situations. Does the tank contain a chemical or water or crude oil ?.... Each would require a different design.

The ring wall design depends on allowable soil pressures for the site. One design does not fill all circumstances.

Some tank foundations in areas of very soft soils require large concrete pads and expensive piles

Some large flat-bottomed storage tanks are designed for horizontal loadings (seismic design) and seismic sloshing. This will severely affect the final foundation design.

Storage tanks must be designed and certified by an engineer and installed by an experienced construction firm. Welds must be inspected, certified and joints tested.

Slapping together important construction details from strangers on the internet is choosing a road to disaster......

It depends a lot upon which liquid is in the tank, which detail has been withheld from the forum: a light petroleum distillate will require one approach; a liquid such as mercury [Hg] would need another.
