Looks like the two blocks with the grooves that face each other are made to grab something while the long handles provide leverage to hold whatever that something is. The grooves look too big to grab the bow string. It looks to me like it's for grabbing an arrow shaft so that it can be pushed or pulled.

I'm thinking it's used to push an arrow shaft into the point when attaching the point to the shaft.

I’m thinking, as well, that it’s a bolt or quarrel tool.

Looks like it could be used to fletch the shafts with two in lieu of three, or maybe for cresting, but the tool looks sort of ‘clunky’ for either of those functions. Additionally I see a large eyebolt at the pivot; either a large stress at the joint or Del’s parts box is marginally stocked with smaller threaded fasteners.

[edit] Wait... is the dark inside of the grooved blocks an abrasive? Sanding the shafts?

It is an arrow/bolt puller. Used for pulling arrows/bolts out of targets.

After D-Day, in the drive from Sword Beach through the hills beyond Caen, some 400 Sherman tanks were ''lit-up'', even with air cover, and any model of Sherman tank can similarly be rendered a stationary target by a simple shot to the treads, no matter how beefed-up the turret is...
