How much time will air ,at STP, remain as plasma if it is made by using high voltage electric field ?

Think of a spark plug in an internal combustion engine. If there is no fuel to ignite the arc disappears in milliseconds after the high voltage is removed.

Once in awhile a lightning bolt will "chase its own tail" and turn into ball lightning. AFAIK it is still a mystery what preconditions are required to make ball lightning.

I would think it depends on the temperature of the air and probably other parameters.

This link may give some information.
