Well as far as I know the main reason behind tariff structures is the fact that you can't shut most power stations off, or turn their output down, very easily or efficiently. In an ideal world (for an electricity generator), total electricity demand would be constant throughout the day, every day. Of course it isn't, so that means that the generators have to work hard to generate enough power at peak times, and they have to work hard to get rid of it all at off-peak times (or they have to run less efficiently).

So, the tariffs are structured to encourage people to use electricity at off-peak times instead of peak times, so that the demand is balanced out to some extent, and the generators can run more efficiently (generating more electricity on average for each unit of gas/coal/whatever they use).

This is probably more basic an answer than you are looking for, but maybe it'll help.

Tariff is determined based on the following factors.

Fixed Cost (cost of generating station. its residential and non residential building)

Life of the Plant.

Depreciation.

Discounting rate.

Annual rate of return

Load factor

Diversity factor

Interest on Liabilities

Transmission and Distribution Losses

efficiency of the Plant

Power factor

Interest on sale

running expenditure

overheads

rate of recovery from cosumers....etc.
