Assuming you are asking about an electric energy generator, can you tell us what such a generator does?

It's just like driving a car, only stationary...when the load increases you give him more gas, when you're going downhill, the load decreases, you let off the gas...so you want the control to be automatic you need a load sensing device to control the gas pedal....

In this case a mop/broom combination...

One of the first ways to control frequency or RPM was centrifugal force. i.e....spinning weights.

A mechanical governor will stabilize a rotating speed but not set or change that speed.
