Ah, in the good old days, you could knock up a simple dice game quickly with Quick Basic.
This used to be part of the package on the PC...but progress is such that you don't get it anymore... It was very good for doing quick engineering programs and had reasonable graphics functions.
You can use Visual Basic if you can bother with all that Object Orientated user interface stuff.
Nowadays everyone is so hooked on the graphics ...
I'd say 'C' or assembler, cos that's what I use....I'm sure others will be more up to date and less grumpy!
Is the purpose to enjoy the game or to learn programming?

We develoed a couple games in visual basic. One of them is in shareware and also on amazon and nimcoinc.com. The game is Horse is Boss (Drug Culture Monopoly). As you know Monopoly uses dice and on the disk for HIS (DCM) there is software for rolling the dice. It is an old game, but Microsoft Visual Basic for the game was easily done by university programming students.
