I think maybe his english translator is not working so well. Is the question how to do anti surge control in a centrifugal compressor?

If so, a recycle line is installed from compressor discharge to compressor suction, with a fast acting valve in the line. A PLC is used to calculate the compressor performance based on pressure, temp, and flow, and when the compressor is operating at a performance point near surge the PLC opens the valve and spills gas back to suction (recycles gas) in order to prevent surge from occuring.

That is basically it, but it can be a bit more complex than that.
