Wastewater Treatment Plant Costs

Is there a rule of thumb for costing out the engineering, construction of a wastewater treatment plant capable of tertiary treatment and recycing?

No, not really. You have to factor in the population served, daily expected flow, wastewater and required discharge effluent quality etc to be able to work out the cost for constructing & operating a plant.

To add to the previous reply, there are also some extremely variable expenditures associated with regulatory permitting, proper siting, environmental mitigation, etc. that will affect not only the costing, but even the possibility of constructing where you think you want it. Public comment may show you what "NIMBY" can mean...

You will also need to choose a process, aerobic or anaerobic. Each has it's benefits and and short comings. Odor control is also an issue. I believe Industrial Means may have some kind of quantified ROM to get some kind of idea on initial first cost.

We recently estimated a 2.5 MGD plant, without Tertiary treatment, to serve 9900 EDUs (equivalent development units-in terms of single family residence equivalents). Construction costs were estimated at about $60 million. In discussion about tertiary treatment it was estimated that the additional stages would run about $15 million additional, depending upon various requirement.

However, energy costs have increased over the last year and a half, so some correction would be needed. Engineering and permitting runs about 15% to 20% of that. As they get smaller they get a little more expensive per unit, and a little cheaper per unit as they get larger.

So if I could build a 40,000 GD plant, with tertiary treatment, for $30 a gallon, $1.2 million, engineered and installed, turnkey, I would be OK?
