Additional Clutches And Epicyclic Gears For What?

Most antilock braking systems have rpm monitoring for each drive or braking point. Why not add a rotational displacement sensor off the steering box output and brake the various drive points for the rpm geometrically described by the rate of turn indicated by the operator and the relative positions of the drive points of the vehicle?

And how would this theoretical braking model predict road conditions at each wheel?
