Laser receiver relay

It’s possible, a 20kW load can be switched automatically using a high power electromagnetic contactor or a high current solid state switch. Depending on the laser relay, and the voltage, neither of which can be seen from here, an analog interface device or a simple relay could work to provide the necessary current and voltage to actuate the contactor or solid state switch.
