I believe that is entirely possible for man to control the weather on earth. But the rest of the lifeforms would have difficulty adapting to it.

First shied the earth from any incident sunlight. Redirect that light to shine upon the poles. This will establish constant climate/season bands on the earth. Constant sunlight, with a ring of ice on the equator. Year round growing season. Man could adapt very conveniently, but plants and animals would have trouble with it. Might not be able to adapt to it. We would see two suns from the equator.

Control the weather? As soon as they determine what species of butterfly in China is causing those tornados in Texas, we got it made.

Well if we had a number of like 500' round tunnels that crisscrossed the US leading from typical high pressure vs low pressure trouble spots that the pressures could be equalized, or at least mitigated somewhat, and this might reduce the severity of weather events...

These systems basically control the weather...
