How Do I Encapsulate/ Granulise Oil

im currently working on a project using a mixture of silicone silaxane,silicone dioxide absorbed by silica.Problem is during storage the silicone bleeds out, I want to encapsulate the compound(silicone,silicone dioxide and oil) which will remain intact even when mixed with powdered detergants.The encapsulation should only break when in contact with water. What im trying to make is a powdered anti foam which can mix readily with powdered detergant/surfactant. I currently am using corn starch ,stearic acid and glycerol can you provide a method with possible ingredients please, Thanks in advance.
