Plastic Cover for Low Voltage Breaker

Why plastic cover (in front of the breaker) is provided? if need to rackout the breaker the plastic cover to be removed? if removed, will it impact the arc rating?

We had to put covers over our breakers that were near travel areas so they didn't get bumped and turned off. After machinery had to be restarted several times, the covers were a low tech answer.
