What are some geographical limitations for Civil Engineering?

Please re-word that question so we can get an idea of what you want to know? What type of limitations?

I don't know many Civil engineers that can fly without an airplane, I'd call that a limitation.

I know a few that can do math, so that may not be a limitation...

As far as we have been told, man's geographical limitation has been restricted to some 80% of the Earth's land surface, about 15% of the Ocean surface of earth, below 0.2% of the ocean deeps,about 0.02% of the troposphere, about 0.0002 % of the stratosphere, and a small plot of "land" on the Moon.

If you clarify your question, it may well be possible to give you more accurate answers.....
