By refrigeration.

The liner is made slightly oversize, and shrunk to fit the cylinder by lowering its temperature. As it warms up, it expands to produce a fit with the cylinder.

The liners in the piston pumps used in oil field drilling are done with heat. The cylinders are removeable from the pump. They are heated in an oven. Taken out old liner removed and new dropped in while still hot.
