static electricity

I am considering coating a tank with flamables in it. How do I resolve the static electricity concerns.

Ground everything.

Ground the tank, Ground the sprayer. Ground yourself.

If you can, put an extra seal around any tank outlets.

The inner surface or the outer one? And what is the tank made of and what is the composition of the flammables - gasoline/petrol? Heavy fuel oil? Powdered coal?
