I still don't get what you mean. Are you trying to create O3 by electrolysing an NO3 solution, or are you trying to get rid of NH3 & NO3 through electrolysis?

All nitrates are completely soluble. Nitrate can be removed by biological processing with the right sort of bugs.
Ammonia can be converted to nitrate by biological processing with the right sort of bugs.
Wastewater can be converted to something close to drinking water in a membrane bioreactor.

Aerobic biological treatment will get rid of foul odors such as NH3 & H2S. Follow up the aerobic process by an anoxic process to denitrify the NO3, followed by one more round of aerobic treatment to remove PO4. This will be far more effective at eliminating CH4 and foul odors than electrolysis.
