What is the formula for the total depth to feed the cutter in from outside of shaft to bottom of keyseat

Are you doing a few or high production? If it is only a few on a manual mill you don't need a formula. If you are cutting a 1/4" keyway with and end mill, just mill a flat on the shaft until it is square. Then drop down 1/2 the total depth of the key plus a couple of thousandths. Takes about 30 seconds.

This is not ordinarily done by a formula; rather, it is done by looking it up in a table of standardized dimensions.

Many shaft keys, if square, are about 1/4 x shaft diameter, with keyway depth being 1/8 x shaft diameter. But this may be rounded off to some whole number of millimeters or inch fractions, for example. Also there are shallow keys versus square keys, and other variations.

Keyway depths are typically measured from the outer surface of the shaft.
