Its neither of the both. It is a grade os Stainless Steel. In SS 316L, SS indicates " Stainless Steel", 316 indicates its grade which tell us the compaosition of the Steel, and `L' Tells us that the stell is a "Low Carbon Steel".

It is neither a controller nor an electrode. It is a grade of steel. SS represents "Stainless Steel", 316 tells us the composition of Steel, like carbon percentage etc, L represents "Low Carbon" Carbon less than 0.03%. All together is represented as SS 316L.
