why we are calling 96KV LA insted of 110KV LA(sURGE Arrestor)?

Surge arresters have two voltage ratings; the maximum continuous line to ground operating voltage (MCOV) and a duty cycle rated voltage. The duty cycle voltage is typically greater than MCOV and defines the maximum line to ground voltage at which the surge arrester can discharge impulse current and recover at MCOV (or reseal in the case of surge arresters that contain internal gaps).

The MCOV of the required arrester depends upon the application and whether or not the system is effectively grounded.
