You need to measure the device, partially discharge it, then carry out the measurement again.

Find someone who does this testing. There are volatges here that can kill you.

First you need the equipment, then read the instructions on the equipment, then run the test.

I would ask this question.

Does anyone out there have experience doing partial discharge testing on equipment that requires this? Could you please tell me what all is involved?
