Standard strain gauge bridge, amplified with an op amp. The output goes to one input of a comparator, the other comparator input goes to a potentiometer so that you can set the threshold. The comparator output switches a relay/ FET/Triac controlling the motor.

Do you want to use a single strain gage? or can you use a half or full bridge?

Do you work under variable temperature ?

Do you accept a dispersion zone arround the strain nominal value?
