does anyone know is there any digital apparatus for measuring kinematic viscosity in CST?

If you google "viscosity measurement" or "viscosity cups" you should find what you're looking for. Zahn makes simple devices for measuring viscosity.

Try http://www.brookfieldengineering.com/ Brookfield is the standard in the industry.
