Pre-heating of water

How does a tempering tank work as pre-heating of water. What is the expected raise of water temperature by using tempering tank. Where do we get these tanks in India.

The answer to the first question is in the first sentence.

For the second question, use steam tables.

For the third question, Google some suppliers and do the rest by telephone.
