If you do not know the scope of services you need to provide, how can you be capable of providing the service at the standard of practice? It seems like you would want to discuss the foundations with the geotechnical engineer so you have some feel for the project requirements they will expect, settlement issues, bearing capacities, liquifaction issues, etc.. Additionally, you should get a feel for the tolerances allowed by the plant facilities designers, expected loads and the allowable lateral and vertical movement of the facilities components.
