I need an actuator for a 12" butterfly valve that will fail close on loss of power to a pump in a sump to shut off incoming water flow from a canal- Cannot use air

These guys have one here.

Rotork Skilmatic actuators use an internal spring-return mechanism to provide the most reliable means of positioning a valve in a safe condition. They can be fail-safe to close or open, or lock in position on power or system failure.
