I want to know more about deputation and right of govt. employee to go on deputation if selected.

I am a graduate civil engineer and working in public sector company (WCL) as sub engineer and selected in mp govt.(MPRRDA) as asstt. manager on deputation.

my controlling boss has given NOC but co. director is not giving me NOC for going on deputation. pl. let me know more about deputation that what is my right to go on deputation if co. director is refusing.
