Price difference for FR4 and FR1 2 layer PCB

FP4 pcb boards are epoxy resin fiberglass

FP2 pcb boards are synthetic resin bonded paper

The costs come down to several factors in what enviroment, operation tempature of componets on board, service enviroment, operations siginals on the board, and other

prameters.

I know this may not answer your questions completly, but its a start to think about.

you find an article explaining different costs of PCB boards. Factor 3 is too much for the difference determined by the material.
