Shut-off Well Pump in Case of Flood

use a DPDT relay, one side controlling the pump, the other side forming a latch circuit. (The relay contacts MUST exceed the pump current rating!)

12 vdc coil

If I am reading this right all you need is a relay with a 12 VDC coil with some NO and NC contacts. wire it up so when you get your pulse it holds its self in. Wire it through a external NC push button for the reset.

Latching relay

What you want is a latching, double throw relay. They're common.

Ask your local industrial electric supplier for a manual motor starter with a shunt trip coil made by Telemecanique GV2 series. This will allow you to trip the contactor from a remote location. Once the contactor is tripped it must be reset manually, no energy to maintain contacts.
