finding solution to an address

Hy,I found my ip adress having so called parent and in past search my address had a subpena,then it got change to blk, who is and my provider have done nothing to correct this problem with this person,68.226.116.100 is in the east cost,my emails get change before they reach their destination,digital licences keep adding fake licences or part time licenses, and they have dissapear my floopy disk drive now there a picture of my desktop instead,when I report the licences all they do is add a red little cross but not to the main licenses,Ido know what to do,if I add pictures to my email automaticly says "REMOVED"my software have compromise,specially the ones with kerberos logo as found out is use to create other accounts,and before Ilogged in very sig said I need download ap program in order to be here I click no, because in the past all those is blocked me from where Iam,
