"Threader" in API Spec 7-1

After reading API Spec 7-1 Addendum 1, i am not sure what the "threader" means in "Threaders wishing to thread rotary shouldered connections at a facility other than the original product manufacturers may obtain a license under API Spec 7-1 to thread connections identified in this specification."

Does that mean threading machines or the machineshop dealing with threading conncetions.

I think that the term "threaders" must includes the facility, operator, machine itself, workshop, documentation, procedures, operations, measurements and quality control system for producing those threads for threaded connections. May be the threaders are not those the mill producers of those fittings.

'Threader' is the facility which is licensed to manufacture (cut) the thread.
