The question is what 3D shape can be designed to make the tallest splash from air into water. I do not believe that this is an obvious solution which makes it partticularly interesting and the fluid dynamics involved I'm sure are quite challenging. You would have to ensure proper test parameters such as ensureing that all test shapes have equal mass, and entry velocities, should surface roughness be added or should all surfaces have the same finish? do some shapes have relatively higher splashes at different velocities? lots of things to consider.
controlling angle of incidence could be an important factor.
