Pipeline Valve Testing

Has anyone experienced a pipeline station test procedure that requires maximum pressure (1480 psig natural gas)applied to both sides of the ball valve, the valve body bled down and the valve required to stoke open. This procedure appears to be increasing the toque to operate the valve above the valve manufacturer requirements. My experience has been with maximum pressure applied to one side of the valve and zero pressure on the other side. This condition would not normally exist. Why would a test be necessary?

because it is a normal situation. If the specification says that you must be able to shut the valve and prove that the valve doe not leak by opening the valve body blow down port. then you have to follow that specification.
