PIRs usually have a control for the ON time, built in. If you didn't want to use that, you could use e.g. a 555 triggered by the start of the PIR ON signal, and use that to drive your relay.

Sorry, mate - I think they're all much of a muchness. Don't know where you're from, but round here I'd just go to any of the big DIY places. Most of these things are made pretty well - they'd be it trouble if even 5% were returned U/S - that would be thousands of them! The manufacturer would be kicked off the books as a supplier to the DIY chain - so they have to be a bit careful.
