surface of tubing

Hi to all,

I want to select SS tubing for process instrumentation, and want to confirm two points:

1) which grade is better ; 316 or 316L ?

2) Which of the surface finishing is better ; Dull or bright annealed?

What does the Client's instrumentation tubing standard specification say on the matter?
