MINIMUM ELECTRICAL CLEARENCE

IS SOLDER RESIST OVER GROUND PLANE AN ACCEPTABLE INSULATOR FOR MINIMUM ELECTRICAL CLEARENCE?

you've got to be kidding me!

not sure what you're building but that's no way to build a reliable circuit.

remember Murphy's law,

even if that was a good idea. the solder resist would likely be scractched at some

point in handling or installation( clumsy technician and his screwdriver)

then you're open to the ground plane.

also think about EMI and EMC.
