This address is a private address, i.e. it is not a real address but an internal address (like 192.168.x.x networks). Organizations use it to create internal or private networks in liue of assigning every IP equipment with it's own Internet IP address (which is costly, you have to pay to own a range).
How do you know it is from the Netherlands? did you do a trace? If you did then you need to look at one or two jumps before the 172 address until you get an address which is out of the 192.168.x.x range or the 172.16.x.x - 172.31.x.x range or even the any address that starts with a 10 (10.x.x.x). When you find this address you will probably have its router address. You can do a search for this address in http://tools.whois.net/whoisbyip/ and find out who owns the ip address.
It is not illegal to ping any address unless it is with a frequency and volume that clearly denotes a Denial of Service attack, but for this you should have your firewall configures to filter any traffic that is not relevant to you.
...Or you could look up DOS commands such as "ping" (check Wiki or similar) that work under windows. There are several other command line entries, but they alone won't take you very far. Pinging people occasionaly is not 'bad' if you're checking who's been knocking on yoy door, you'll find that your own syestem gets pinged plenty. Not really something I know (or care) about, so I'll leave y'all to it.
