You really need to hire an electrical engineer. This isn't a job for amateurs.

Don't hire just any electrical engineer! Lives may be at risk, here, to say nothing of equipment. Grounding (design or testing) is a complex 'black-art' with sound electrical principles as a core knowledge. Contract with a 'Good' A&E firm that specializes in grounding, ground grids, etc. (lightning and faults factored in) of the nature of concern.

Incidently from the 'grammer' used by the originator, I'd say he/she may very well be a very intelligent and capable electrical engineer, but from a non-English speaking country. (Wish I had a command of his/her language, though, as she/he has of ours.)
