What are the parameter / data are required to design an earth mat for Sub Station ?

Please read IEEE standard 80- 2000 This provides complete information about substation earthing.It is about 200 pages and a complete reference for SS earthing.What ever information you require is available in this std.

chapter 8. criteria for tolerable voltage

Chapter 9 gives the complete design criteria for substation earthing.

Can you tell me where to find IEEE80 and what would be the cost (approx) as I am from a small town in Bihar. In the mean while I will appreciate if you could give me some idea on the topic.

Oh you are from India . Sorry then you need to consult the relevant IS on earthing It is cheap and easily available. As regards The IEEE80,it is so large as I told you 200 pages ,If you tell me the relevant points which you want I shall be happy to give details.You may read my earlier replies you can have better idea.

British Standard 7671 gives one approach.

The Soil Resistivity needs to be checked before finalising the grid conductor sizing & spacing.
