A rough surface has lots of pits and troughs on it... the tips of these rough edges will provide excellent high charge points which could breakdown the air dielectric, causing corona discharge.

As you know a sharp edge will concentrate the electric field, same as the difference between using a pin point compared to a smooth rounded dome.
