Neutral is not supposed to be at 0V to ground.

Neutral carries current in a wire that has some resistance, creating a voltage drop.

V=RxI

Neutral is a return line as ground is a guard.

Not to be confounded or interchanged.

Nurtural and ground are not the same thing. The green wire or round pin on the plug is a safety ground and should be solidly wired to every piece of metal in the curict and back to the pannel to and tied to the ground rod.[p]

The return or cold side of a 120 volt outlet completes the circuit for the hot side back to [from your point of view] to the power plant. Depending on what kind of service come into the panel the return can be actually made several ways. It is different for single phase which has a return wire that is very close to ground potential and 3 phase with doesn't have a leg at ground potential.[p]

However at the outlet and the panal the return wire and the safety ground should both be very close to the same and close to ground potential[voltage] of a rod driven in the ground.[p]

The most likely reason for there being a difference is the safety ground wire is not connected at some point. A two wire extension cord or plug with the safety wire prong cut off are the most likely suspects. Power wires wrapped around each other make transformers and can show several volts if you use a high impedance volt meter.[p]

Past that you probably need someone with more knowledge than you to test things out beyond testing the outlets and seeing of the ground rod at the service entrance is connected. While its not dangerous if you know what your doing it can be fatal if you don't.[p][p]

The neutral bus should be grounded to a rod driven into the earth at least to a level of permanent moisture. If your ground rod is not sufficient the neutral will be carrying some voltage back to the nearest ground - probably at the meter pole or even the transformer pole.

Where on the system did you meaqsure this 2 V.?

Unless the load on the system is perfectly balanced there will be some 'return' current
somewhere on the neutral. You could very well be reading the result of a 'resistance to ground' path..

In the single or three phase system? Nominal/rated voltage?

Some Current is in the neutral wire.

first check the earth value of your earth pits it should be less than 0.5Ohms since you mention you are getting 2V between Neutral and earth immediately add plenty of common salt and leave a Water pipe with tap open for at least one hour mean while check the soil chemistry of your earth pit location and check earth values of the soil with three probe earth tester based on the values or if the earth Resistance is more than three ohms you need to keep your earth watered every day or suggest you refill your earth pit with Bentonite instead of earth bentonite retains moisture and improves soil conductivity you need to act immediately or else ask for troubles including electrocuting some one.we can discuss every aspect earth system latter

The voltage measured on the neutral conductor is dependent on two factors:

  1. The amount of current being drawn by a load
  2. The distance from the ground bus at which the voltage measurement is made.

With no current being drawn by any device, there should be no potential difference between the two.

Change zero setting of your multimeter. so 2V will show zero !
